President Lyndon B. Johnson officially passed the Uniform Monday Holiday Act in 1968, and it was later implemented by Nixon in 1971. He proposed that all federal holidays should be moved to Mondays, as this would create multiple three-day weekends for workers, and will cut down on work absences.

The third Monday of February used to fall between Lincoln’s and Washington’s birthdays, therefore it would allow people to celebrate both the prestigious presidents’ birthdays on the same day.
