When Ryan worked as an intern on the small business committee of the Senate in 1991, he formed an interest in learning additional information about supply-side economics. One of his favorite books that year was Jude Wanniski’s The Way the World Works.

 In the book, the author discussed about the Kemp-Roth tax cut of 1981. The tax cut lowered the top United States income rate to 50% from 70%.

According the former staff director Cesar Conda, a Republican, he told media outlets that a young Ryan, brimming with questions, always sought him out to discuss economic policies.
