Mike Pence ran for the House of Representatives two times, one in 1998 and the other in 1990. However, both times, he lost to Phil Sharp. In 1990, it was revealed that Pence had paid for his personal expenses using campaign funds.

He used the money to pay off his wife’s car payments, credit card bills, golf tournament charges, and the mortgage on his property. Even though, in 1990, using campaign money to pay off personal expenses was not considered illegal, but voters still considered it as ethically wrong.

The revelation and the negation reaction for the public caused the Federal Election Commission (FEC) to pass a bill, making it illegal for candidates to use their campaign funds to pay for personal expenses.
